If your troops start a siege in a province you have selected previously, the "Toggle siege view" button doesn't appears. You must click on another province and then click on the sieged one.

EDIT: Woo, that picture is pretty tiny. If you can't tell, the button is missing and you can see the other view behind the siege view.

Noted, the update system is almost the same in the game in general (you have to select something else and then select the former selection again to get it updated) but it shouldn't look like that I believe.
