Localization for Doctrine Parameters with a Value of 0 changed to redundant behaviour

Description​

The behaviour of localizations for specific values of doctrine parameters will apply to all versions of the doctrine_parameter if the value is 0

eg doctrine_parameter_number_of_consorts_0 acts like doctrine_parameter_number_of_consorts and is used for any number of consorts.

Steps to reproduce​

Set up a mod with a doctrine parameter that can have values of 0,1,2 , and use a general localisation for it (eg doctrine_parameter_test:0 "Blah" ) and a specific localisation for _0 ( eg doctrine_parameter_test:0 "Blah" ) and a specific localization for 0 (eg doctrine_parameter_test_0:0 "Not Blah" ) and see that all the parameter descriptions now show "Not Blah"
