Hello, I just wanna ask how long does it take for a single prson to create a localization mod? So far I see there's plenty lengthy localization files so I wanna ask if there's much easier way to make localizations?

Depends how much you want to localise. Are you translating the full game into a foreign language, or just making the king of france be called roi?
Full on translation. How to localize I know, my question is more about translating conveniently and much faster than in like Notepad++
