Im sorry if this has been asked and answered elsewhere, but does anyone know if the game will allow you to lock individual buildings in certain areas to prevent that particular building from "leveling up".

for example if there is a building that you don't want to change through the games progress that you can lock as that building - i think sim city (maybe 4) had that option to historically protect a building.

Yes, it was added with Rush Hour to SC4.

I like that feature, +1 for me. I hated it when system decided to break down a villa to replace it with a grey concrete block.

I hope this idea to be included in city policies :)
 
We've been talking about adding a "culture marked" policy that you can add to buildings/zones, preventing them from leveling up. This would be especially usable if the game eventually gets a longer timeline so that you might want to preserve historical buildings. So, um, no definite yes on this but it's something we've been discussing so it's on the table!
