Locking Minister but...

Hello Guys

I am locking Minister from deploying units but some units is still deployed automaticly ! Is it bug or related another issue?

Locking the minister only stops them from changing settings.

If you still have, say full initiative on ground units, then ground units still have full initiative...

You will need to change this manually. After that, the minister cannot change the setting, because he is locked.
