LoP - Holy wars only on county level

Description​

Playing as Zoroastrian faith character and I see that only holy wars on county level are available to me, no duchy or kingdom level. Current phase is Stabilization but the description says it's only disables invasion and conquer CB not holy wars.

Steps to reproduce​

Play as any Zoroastrian faith during the Iranian struggle
