All right, after a loong period being rather disappointed by the base game for its mechanics, I tried it again with both AHD and HoD this time. And I'm having a blast, particularly having fun with the crisis system.

However, there's been an annoying thing that bugged me in my game with Sweden>Scandinavia. I managed to snatch the whole of Finland from the hands of the Russian. I tried to justify claims on the 3 baltic states with the "free the people" and the "free state" (I think that's how they're named; what's the difference, btw?), and waited for the right opportunity to DOW. To my dismay, the justifications disappeared after a while, while the infamy gained from the claim was still real for me. How come? Is it because the Russian Empire droppped on and off the wagon of the Great Powers? Or are they just temporary?

In the meantime, a crisis led to the independence of Latvia, which I sphered after a revolution, and I could claim again against Russia to get an independant Estonia. But my infamy is now high and I fear I won't be able to get Lithuania before the end of the game, which was my last objective. I'm doing quite great by the way, I rank 4th, managed to get the british west indies to complement my island there (St Thomas?). Otherwise I've been pretty tame and did not colonize (just retained what came from Denmark).

Any clues from you people?

The 7.5 infamy one transfers one state, the 11 infamy one transfers all states with core provinces and removes cores from all provinces transferred.
How come? Is it because the Russian Empire droppped on and off the wagon of the Great Powers? Or are they just temporary?
Justified CBs last for 1 year after they're first justified, if that answers your question. There are also some nations that can't be released via these CBs (like The Heavenly Kingdom and CSA) though I don't think that would count towards you losing said CB.
 
Interesting. I can see the reason for a temporary CB (as one could stack them if they were permanent). Is it the same for the CBs received by events, or for that matter all CBs that are not based on cores?

Yes - if you mouse over them, you can see when they'll expire.
Most event CBs last for either a year or 3 months (you can see when they expire in the option before clicking it).
AFAIK you also can't stack CBs and declare multiple of them at once. If you justify a take state and a humiliate CB then you're still going to have to add the humiliate (at the cost of 3 infamy and some jingoism support) if you declare the take state.
 
If you have a specific goal for your game (such as acquiring all the baltic states), you can reduce your infamy by releasing some nations you don't need for that goal. As long as a state you own has cores of a nation that doesn't exist yet, you can release it for -5 infamy.

Some options:
- colonizing Africa and then granting the colonies independence (this depends a lot on which mod you're using)
- grabbing territory during a Great War and then releasing it (Great Wars and World Wars have greatly reduced infamy cost for victory claims)
- sometimes you'll get a free "place in the sun" CB from an event. If you don't want the colony, you can take it and release it.

I get those a lot. Virtually all of them are for small inland provinces on the northern end of the Indian sub-continent, in the UK's sphere of influence. I can't use them without going to war with the UK. I've gotten a couple of good ones in the past, except that I had JUST finished a war with the very country listed in the CB, and couldn't renew hostilities for 4-5 more years. I don't recall ever getting one that was even remotely useful.

Just be aware that releasing nations removes your cores on them if you have any, so tread lightly.

Good to know, but not applicable to my current game, as I hadn't expanded much, almost all my territories had cores, and the few that didn't weren't releasable.

Well, I finished it last night. Eventually Latvia got the Lithuania region from Russia in the aftermath of my war with them. I was expecting a quiet end game, and then Germany DOWed me to get Schlechwig. I stood my ground, but Russia allied to the French took the opportunity to snatch Estonia when i couldn't defend it, and then the whole of Finland in a direct confrontation with me.
I just conceded Great War defeat to Germany and got my sweet revenge when the Jerries lost to the French, and then to the Austrians, and were demoted from their 3rd place, which seemed unattainable for me a few years before. Hence I didn't fulfilled my objectives, but i scored a #3 rank eventually.
