Losing Civil War results in country reference change

Whenever I lose a civil war, the country name remains the same (in this case, Gaul). But any event or action which affects the country will reference Gallic Rebels instead of Gaul.

Characters who were not born into the rebel faction during the civil war also sometimes have country of origin flags as Gallic Rebels.

The ledger also has lost the history of the country's rulers, the list starts with the rebel faction (Gallic Rebels) leader who now reigns Gaul.

Isn't this intentional? It used to change but now it doesn't.

Why would it be intentional? When the rebel faction wins, shouldn't they be establishing their legitimacy as the true government of the nation, than continuing to pride themselves in being a rebel faction?

I should note that I've seen this in in the Beta 2.3 patch as well, Bosporus Kingdom lost a civil war, and are now called the Bosporan Rebels, that's their country name.

I don't think that's intentional. It seems a problem with tag changing.

It has something to do with tag changing. Just formed Gaul in a game using Averni. After the decision my country was still called "Averni." Now the non-existent "Gaul" has all the chores and flag graphic of Averni. The name change is being applied to the former identity, rather than the current identity.
