A fantastic idea!
Might I add some suggestions:

For example Shambhala could be somewhere inside Tibet.
Then how about the city of Troy? http://en.wikipedia.org/wiki/Troy Not really a mythical, since it actually existed, but it was thought to be legendary for a very long time
. It might be a small piece of land, one province, added to the current Turkish lands.
Maybe some of these:

And - from the theory on Nazi base in Antarctic (NeuSchwabanland), a state that coud be called "The Hidden Reich" or smth like that, and would recieve some bonuses (lets say lots of advanced blueprints) after 3rd Reich is gone. A fantastic AAR was made here on this idea - Nazis troops retreating from Europe to the Antarctica (in game - the island south of Argentina) and from there continuing, returning and winning the war. but here it doesn't have to go that far, a small base with some units would be enough.
And how about Tolkien's Middle Earth or Valinor? Middle earth might then be divided between Gondor, Rohan and Mordor. Not neccesserly a huge continent, just a few provinces for each side and Mordor attacking both other.
