As we can see, the GPU is used by 10-20%. The processor is also used at 10-20%. But the game has a stable 15-20 FPS. What is at 5 speed what is at 3. What is the problem?

Which shows the game is not straining your hardware. Quite normal.

I'm not sure there is a problem; fps is not very important in non-action games like this. Aside from the raw fps numbers are you seeing any symptom of poor performance, like slow time passing, jerkiness in zooming or scrolling the map, long load times? All of these?

If so has the game always been like that for you? Is it like that form game start in 1444, or only in mid or late game?

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

It seems that the game keeps getting pushed to its limit with every update. I reverted to patch 1.30 the other day, and that was significantly smoother.

Afaik the devs won't try to fix it, it might as well just be the fact that there over 4k provinces now, and there being extreme amounts of checks looping every day etc.

I wish I could roll back to previous versions but keep features from newer dlcs. I think it would be much smoother. Like seriously ,who cares about all those hundreds of native tribes in oceania and america. Could easily be shred in 80%.

I don't see any particular problems in those files. Can you answer my questions there please?

Indeed, the devs admitted adding too many new provinces in 1.31 . 1.32 was optimised to help that somewhat, but they may perhaps have reached the limit of what can be done in that area.
