Low variety and quantity policy glitch. Fined 5000$ every 2-3 hours game time by CEO for not following his rules.

Today the CEO called me and requested that I changed the meal quantity and variety policies to low for experiments. I immediately did that but I got fined 5000$ anyways for not following his instructions. I checked the policies again and sure enough, both variety and quantity were set to low. I thought it would pass and maybe it was only one time but the CEO charged me two more times for a total of 15000$ in fines. I just started my prison and I'm already failing. Please help!
