I'm working on a road texture mod and I also wanted to replace the lod textures. I managed without effort to load the texture to the _MainTex of the according m_lodMaterial.
Unfortunaltely those textures never get shown, instead a file like the one attached is used by CS. It was found in the m_combinedLod. This texture seems to be automatically generated, it varies depending on which additional roads I have activated with NExt.

So my question is: what do I need to do to get custom LOD textures in CS to work?
I assume I need to load the lod textures in the m_lodMaterial, but what are the next steps to get a new atlas (?) generated?
