Is it possible to make a building in the asset editor that doesnt need to snap to a road ? how do we edit whether an asset is snappable or not ?

could we make something that snaps to rail ?

I'm not certain, but I suspect that snapping to highways might be a challenge, it seems to work on the same grid that zoning uses at the moment, so you'd need to spoof the highway into thinking it had a grid . . . I think, mainly supposition though!

As to not snapping to the road, it'll probably be the same issue, compounded by buildings without road connections becoming overloaded with criminals as the police can't reach it :p That being said, if you don't mind that, it is possible to place a road, snap a park to it, then delete the road and connect the park with paths. Or not in the case of a billboard, but you may get annoying icons over the parks.

Couldn't you add them as Props - like trees? If I recall, you can place props away from roads.

As for the OP - not at the moment. You can work around it though. Place a small section of a gravel road and place your building. Then delete the gravel road.
 
Well, in lieu of seeing the sensible ideas posted above (I will have to go and try them now) I present to you the following image:

These were designed for left-hand drive roads, which I forgot to turn on in my city, hence them being in the central reservation, but it still kinda works! The only slight difficulty is how you have to go about adding them, you have to create a two lane road perpendicular to the highway, delete a section of the highway, plop the park, then reconnect and delete. Like I say, I'm going to go and try those other ideas . . .

If I can't figure out another way of doing it, I'll upload these parks to the Workshop, though they are set to 0 entertainment value, 0 tourist value, and 0 entertainment range, so I don't know if I can really call them parks!

EDIT: Job done, and uploaded to Steam Workshop, I'll add in the details after food. Billboards are randomised and ploppable, located in the electricity menu. You can't see an outline when plopping though, so you'll have to either guess or work out the orientation :p They don't provide any power. No cheating here :)

That's a nice mod, there. I can see what others are asking for, though. I know from my travels, that many billboards along the 401 highway in Ontario, are quite a ways off the highway, like in the middle of a field. Using your method could work by placing a short section of dirt road out in the middle of nowhere, and place the sign next to it. you may have to run power out to it, if it's lit.
 
The second lot mentioned in my post above, and the ones that are on the workshop are actually able to be plopped anywhere thanks to teapotrick's tip, mentioned by Ixoth. The screenshots are just a good way of demonstrating several at once. At the moment, they don't require any power, however I may edit the 3D billboards at some point to require power, and those with lights on the model, once I figure out what a reasonable amount would be! For gameplay purposes however, as they provide no bonuses, I don't see the need, if people want to place power lines to them, that's their prerogative, and not something I need to force on people :D
 
Nice, I may have to have a look at that at some point as well, might be a way to stop production of crime somewhere which would tie in with being able to place it away from roads for path linkage without it becoming a hotbed of crime :D
 
I would like to create a small park for using in a parkarea, meaning it does not need to be roadside. Could someone provide a manual how to do it in Vanilla game with all DLC but no mods please? Is it possible please? Cheers and many thanks!

Use an existing building that works like that as your template. That's the only way without mods. :)
