Could a kind mod maker please consider creating a mod that changes the cost of Shuffle Research to 0?
So that it is always free to shuffle research from the start of the game?
I dont know is this helpful but there is an astral empire upgrade effect called Adaptive Research that reduces this shuffle research cost by 50%, perhaps its mechanics could be used in the creation of this mod.
