Mamluk mission "Highway of an Empire" does not correctly check if Sharqiya has no ongoing tasks

Description​

The Mamluk mission "Highway of an Empire" requires, among other things, for there to be no ongoing tasks in the province of Sharqiya. Despite this, it is possible to complete it while building a building in the province (e.g. a mosque). In this case, the Suez Canal wonder will not be created.

Steps to reproduce​

1. Play as Mamluks
2. Complete the mission "Alexandrian Trade"
3. Fulfil the mission requirements for "Highway of an Empire"
4. Start building a mosque in Sharqiya
5. Click on the mission to complete it
