When reinforcing with lots of IC, my daily reinforcements drain MORE than the total manpower I need to reinforce all units, quicky reducing the manpower pool to zero

yeap that works as desingned but is a big bad bug...the problem is to know when winter is upon you or not...
as some of you might have noticed there seems to be a bug with manpower usage in 1.2.
Reinforcing units uses more manpower than it should and is shown incorrectly in the tooltip.

I therefore present you a quick fix for this bug:
either download the file attached and replace your misc.txt or do the changes yourself by changing
# Reinforcement Manpower Cost Factor
0.8
into
# Reinforcement Manpower Cost Factor
0.36
this won't fix the tooltip but will give a correct manpower usage while reinforcing
