Manpower won't increase for Albania?

Hello. I'm new to Grand Strategy games like HOI2, and I'm a bit confused. I decided to play as Albania. Albania's first problem is the limited manpower. In my game Albania starts with -20 manpower, so I research all the agriculture technologies to increase the rate. However, even after researching all of the agriculture technologies, my manpower daily growth rate is still at 0.02. Is my game bugged, or am I missing something here? Thanks in advance.

Albania has two provinces with very limited manpower, even with agriculture technologies giving 20% extra to the 0.02 (still putting it at 0.024 which is seen as 0.02 because of how decimals work.

I would suggest another country to start with like Germany, USA or even a neutral one like Sweden or Brazil.

Oh. I wasn't sure if my manpower growth rate was increasing, because the thousandth decimal doesn't show in the game. A strategy guide I read stated you could increase manpower rate up to 0.06 before the 1939 incident, but judging from your post Albania is a doomed country haha.

I'm really grateful for your reply. I've decided to take up your advice and play as Sweden instead. Thanks bro
