It seems monthly manpower gain is being subtracted rather than added to my available MP. I am not at war, all units are at 100% and still I lose around 500 MP a month. There is no other indication of any reason I should be losing MP. Bug or Design feature that I don't know about cause there is no manual?

You probably have a unit standing somewhere suffering 5% attrition. Since it reinforces at the same rate it'll stay at 100% strength, but you will steadily lose manpower.
 
I am Rome. I use 12,000 man legions that are now spread out along the frontier in anti-barbarian deployments. All are in good supply with 0% attrition. I am not at war.

The tooltip tells me I require 0 men and 0 men will reach my legions this month. The attrition is not the problem.

Still, I am losing ~500 men a month. My manpower is crashing for no reason. I think this bug has been happening for a while and I didn't notice until now. I am about 25 years into this campaign.

Any chance you dont have alot of Freeman? or you choosed early in the game the "Citizenship" ? it will decline the number of freeman in your country. and reducing the MP. maybe the lost of MP you experienced is due to a fast converstion of freeman into citizens?
 
I have the same problem. Sice Version 2.0 armys will be supplied with Manpower if they are in a neighbour (barbarien?) area. If there is another army in this region, or if you have to much men in one army, the algorythm fills the army up and gives you a penalty for the supply. So the manpower falls very quick.
You receive 500 men a month till a certain status, and then it takes you 2500 because there are too much men in a territory.
I use the event 7000 but it is not very satisfying
 
I've been having the same problem. I've checked to make sure its not attrition anywhere, it isn't. And all my armies are up at 100% manpower. I am constantly loosing men for no reason, and since have very little manpower at the point which this happens from various wars already this bug really kills my game
 
I'm playing as Rome on Easy, and just finish a war with some Tribes. I made peace with them, and gained 2 Prov. At the time of the Peace Agreement, I had about 85,000 men left in my pool. I disbanded a few mercs units then all of a sudden, my pool was down to ''0". My units that had taken losses did get them, as they were all still way below full strength (they only need about 25,000 to bring them back to full strenght), my man power pool just vanished!!
 
I am also playing Rome on Easy and my manpower dropped to 0. The only units that I can recruit are mercenary.
Check all of your armies (use the lists button on the top right corner of the screen to help with this) and see if any are sitting in provinces that can't support the number of units in your army. Also make sure there are no armies sitting in a fleet somewhere.
