Bought the game on Steam today - cant find the manual there, or here. Any way I can download a copy?

There's no link to the manual on the store page. Only other place it would be is within the game folder. C:\Program Files (x86)\Steam\steamapps\
Just bought thru Steam. No manual downloaded locally. Also looked under Sengoku FAQ forum but nothing is posted.
The contents of the FAQ sub-forum are hidden to users who have not registered the game. Register your copy of Sengoku and you will see the thread is available.
Often Steam tucks links to additional downloads like manuals in odd places - contact Steam customer service to find out where. In fact, when you find your serial number for Sengoku within Steam to be able to register on the forums, I'll bet you'll find the manual link right nearby.
I can't actually see the manual in Steam either, perhaps I am just missing it too, but if not I will check what's happening with it on Monday. In the meantime you can get it from the FAQ forum, as mentioned.
