Because of the implementation of colonies not achieving city status until 1000 in recent patches, many colonies meant to be cities in later scenarios are not. I have only looked at Spamish colonies in the 1700 scenario, but here are some Spanish American possessions that I think need to be brought up in pop. to 1000+:
