When going to create a map, do I need to disable all mods first so that they are not linked to said map? What about assets?

I'd also follow up with: How can I tell what mods/assets are linked to a current map before attempting to load it? Is there a tool for this?
It's good practice to do so anyway. The map editor doesn't seem to like any mods. What I used to do was landscape it and add basic stumps for the road and rail connections. Then I'd use 81 tiles and parallel roads to make good looking motorways.
