Map editing tool(s)?

I'd like to add some african tribes to the game to south of Carthage and Egypt.

Does anyone know some tools to modify map with or does it need to be done manually? And in case someone finds some program can you give me a little tutorial how to use it

Generally it has to be done manually. There are two tools that assist in the process.

1) EUR Positions Editor
2) Rome Scenario Editor

Also the Audax Clausewitz Validator will help indirectly.
