This is because Maya 2017 has moved to a newer version of Visual Studio, they would need to recompile the plugin and deal with any problems that come up from that. Unless Paradox themselves are going to move to 2017 I wouldn't expect them to go to the trouble of compiling a new copy of the exporter.

Although it would be great if they would just release the exporter source code, or even just the filespec for the .mesh format ... then someone could write an exporter for Blender or whatever other program they want to model in.
