MDS2 mod error

When I selected a nation provided in the list and started the game, an error has occured that says:

--- couldn't open file:scenarios/mds/c?e d'ivoire.inc
---
Do you still want to continue?


I have heard that this bug was quite infamous among early MDS2 players.
What should I do??
