Mega Shipyard Missing Stage

The final stage of the Mega Shipyard Megastructure is missing, I can only get 10 shipyards as opposed to the expected 20. I checked the dev diary again and it says the megastructure provides 20 shipyards.

I checked and after building the Mega Shipyard, it didn't unlock Galactic Wonders perk, so this is definitely a bug, and unlike the Mega-Art Installation, it doesn't say anything about a unique, dlc specific resource

But on the bright side, at least we can build another Megastructure in the same system as a Mega shipyard, I'm building a Science Nexus right now. +10 efficiency

Wait, the final stage of the Mega Shipyard is there now, I don't know what changed but I'm upgrading it now. Is there some requirement I don't know about?

Were you building another megastructure at the time?

I'd pay to see the day I have the ecomony for that before Galactic Wonders. And no, anyway shortly after the segment was available and it seems to be working in this game as well
