But after 1 hour the distance 14.4km.

Speed of DD-II is 28 knots or 52 km/h
Speed of CL-IV is 29, speed of CV-III is 22 knots or 40 km/h

Even if assume that both fleets moved toward each other, they could close the distance by 52+40=92 km, but not by 124-14=110 km

Add to this, that optimal range for IJN is 134 km, and IJN has better positioning.
So, they should not go toward Dutch DDs, but should keep the distance.



The question: BUG or not?
 
My guess is positioning is recalculated every hour and the change in distance is not a function of time and the difference in speed vector. Or the displayed distance for that hour is a random pick of the possible distance during that hour, making it possible that the first number was picked to be at the beginning of the first hour and the last number was picked to be at the end of the second hour. The system is an abstraction and its properties can therefore not be interpreted in a literal sense.

No it's not a bug. The speed is for how fast they move across the seas and if they can get into firing range during battle. The same used to happen with CVLs back in DD, where you'd have a CVL in your fleet and they would effectively teleport into effective range which made Cruizergs completely and utterly overpowered.
 
CVL closing bug might have been fixed, but all-screens fleets have always been known for closing very fast and therefore being very powerful...the most efficient ship in the game is the Destroyer, hordes of 30 of them are unbeatable...so welcome to HoI2.
