Mercenary cost bug with hig inflation

I wrote about this in Beta General Forum the other day.

Mercenaries cost less than regular armies when inflation gets around 125%. It gets increasingly more advantageous to just hire mercenaries when you run up inflation above that level.

Seems that should not be the case. OK, go sic 'em!
