Merchant Guilds proposal tooltip on "Call Diet" missing formalized requirements and autocompletes immediately

Description​

Merchant Guilds proposal tooltip on "Call Diet" contains brief explanation of the requirements (develop the city, increase trade presence etc.) but not formalized requirements. I have noticed it at least once before, but I thought it is some new proposal.
Reloading does not fixes missing info.
I was not able to reproduce the same bug in 1444, so I am attaching the save with "The Agenda of the Diet" event opened with missing text.
The previous time I have noticed same bug I was playing as Lithuania (if I recall correctly, it was also "Traders" estate proposal)

Steps to reproduce​

1) Summon the Diet
2) Check tooltip of Merchant Guild proposal
3) Pick proposal with missing requirements
4) Wait 1 day
