Seems to have been broken down into two separate pieces.
On one hand, you have the decision based pop-ups that work beautifully and are really nice and I feel like I couldn't ask for anything more.
On the other hand, you have the sidebar where things just kind of "happen" and your only notification that something has occurred is that the basically invisible (compared to the urgency of what is going on elsewhere on screen) little number ticks up as you accumulate notifications, most of which are useless. HOWEVER, some of them are really important, and go sorely missed until they're too late.
Please bring back the notification modification system that is present in the EU games (having the ability to modify which messages you are alerted to in the manner of "pause and pop-up", "pop-up", "display in invisible ticker sidebar you'll never actually check", and "don't display".
I've gotten screwed over in multiple ways because something that should have set off bells and whistles and paused my game and slapped a big old pop-up saying "YO! DUDE! THIS NEEDS YOUR ATTENTION!" went completely unannounced and completely unnoticed in that sidebar while I was doing things that I thought were more important.
The worst happened to be that I was declared war on and the game didn't bother to inform me in any meaningful way. By the time I realized what was happening, I'd lost two provinces from the rear of my territory completely and one of my two personal holdings was under siege by a force that I couldn't hope to repel with what I could levy/recruit from my single remaining province.
This is a game-altering problem that needs attention.
