Metro is completely bugged. I have tried every possible thing on earth to get them to function, and still nothing. The track always thinks its incomplete, and no trains every run.

Could you post a screenshot or two illustrating the problem?
Is the metro line tool not connecting the lines properly? Or is it the tunnels you mean when you refer to the track being incomplete?

It works fine in my city. When you create metrolines you have to complete the line this means ending in your starting station. So you have to tell the metro to go back on the same line.
