The "Featured Ruler" option for the CK2 gives the cometic elements for the CK3. The things that can be unclocked, are actually portraits feauters, like specific shape of beard, hair of the hat.

This makes me a bit concerned, because it looks like, there is mechanism to unlock just specific part of the portrait (clothes, hairs). That suggest that the game will include a way to buy this new elements (microtransactions). In the worst case, we get barebones portraits, and every variation will be locked via paywall. And in base-game, we will not even get single full set of portraits with clothes.

Do you think that this huch is right, and there are going in this direction.

That depends on how much there is in the base game.
When the project started and the budget was defined, they defined how much there will be in terms of cosmetics (aka, how much of the budget will be spent on them).
If after defining those, they decided to lock some for selling, then it is a problem.
If the boss came and said "Let's add some more, they will be budgeted by profits made by generating hype and later sales" then I don't see it as a problem.

For the moment, it's impossible to know. Though Imperator had a much larger variety of portraits then CK2 at release did, so I don't think it will be a problem.

I disagree. They may decide to that we will get one portrait in terms of cosmetic when budget was defined, then still that would be a problem.

They already said to lock some of already made cosmetic features behind "Featured Leader". Maybe, I am grungy because I lost faight in good will of company, when they decided that after preordering a "Deluxe Edition" of Imperartor, I should still pay for soundtrack separatelly.
 
Seems possible to me. With portraits changing to 3d this would be a valueble alternative to portait packs. Ex: Indian hair, beard & clothing styles for the Indian portrait pack.
I also think the featured ruler addon opens a new road for cosmetic achievement/challenge rewards. Something I wouldn't be opposed to as long as skill is the only requirement.
 
Thankfully in the last few DLCs of CK2, it looks like Paradox have started integrating portraits into expansions. (English and German in M&M, etc.) So, if they stick with their current CK DLC policy then CK3 most likely won't have the piecemeal graphical DLC policy of early CK2.

I don't think it make sense given that for Micro transactions to work the best you need a large playerbase so releasing a barbone game or very limited potraits wont produce a large playerbase and that won't lead to much Money from Micro transactions.

A small and exploited playerbase wont give as much Money as a large and happy playerbase.
