No Bug - most non-major nations can't build INF units until they are fully mobilised. They rely on RES units to make up the vast majority of their forces. They may have one or two "star" units, often equipped with foreign weaponry, that are shown as INF in the starting line up.

I don't really think that would change much for them. In Argentina's case, they start with 3 Res a 1 Mtn. Given geography, if the purpose was to balance a local area, it's best to cut Mtn, Cav and HQ along with Inf (as Cav and Mtn seems the best builds), or allow them to raise Inf; the main hindering factor being economy anyway it's not like they'll be able to raise more than a little.

I believe the pupose isn't local balance, but to simulate that most smaller nations didn't have enough heavy wepons in their divisions to qualify as a CORE Inf div. More lightly armed divisions are represented by reserve divisions.

Hope the CORE folks willl correct me if am out in the blue here.

No need, as your description seems to cover it quite nicely.
 
Reserve is the name these units best fit - light infantry is something else. If you do have a nation which fields full strength Infantry divisions, then these (2nd line) units are the reserve forces. But for many (poorer) nations, who wish to build as large a force as possible without spending too much, they would field these second line units only, with (typically) about half the numbers of Artillery pieces and other heavy equipment that a European infantry Division might have.
