If I set military maintenance to 50%, according to the manual/context menus morale will get lower whilst this is in operation.
Now, if I have to respond to a threat with my armies, and set the maintenance level to 100%, it takes a few months to recover to full morale. But is there any additional penalty, such as decreased effectiveness, and if so, how long does this last for?
