This one would be most beneficial to very large countries. Let's say you have tens of states and/or subject states and you want to have at least 1 of each: construction sectors, universities, ports (for example). So you sort by level and go click-move mouse down-click-rinse and repeat.

Whereas if you could sort from 0 including construction (0+1), then these 0+1 would move below and you could just get on with your game a lot faster (considering this isn't a clicker game)
