I found these two lines in \db\misc.txt:
# Min Available IC as percentage of the final IC (applied in case of resource lack)
0.0 #0.0
# Min final Available IC (modified by negative free IC only)
0 #0

I tried a conservative setting of 5.0 but on load, all mod nations had massive IC. It seems to be a multiplier.

So I've now set that to 0.1 and 2 respectively. Start IC is normal. I will test what happens with resource lack.

hehe. Those are savetynet settings for minors, with the the realistic ressource distribution some minor nations tended to starve ressourcewise.
But its also an intersting tool to simulate the more flexible artisan part of an industry, for Fallout Doomsday a higher value might make sense, maybe 0.3 to represent patchwork construction from salvage and improvised materials?

The first one is to define relative values:
set it to 1 and all IC will be active even without ressources.
set it to 0.1 and 10% of the IC will run
set it to 5 and 500%...

the second one defines absolute values:
set it to 2 and a nation will alwas have 2 active IC
