What are the minimum/recommended system specs to run 1.3? I have a friend who wants to buy it and i dont think he has enough ram... only 256mb.

Technically, when you use an older OS like Windows 98SE, you can get away with 256 MB. But, it will be extremely slow at times. Especially in periods of active all out warfare, and the loading of a scenario or save game.
The recommended amount of RAM is at least 512 MB. More, if you use Windows XP and have several other processes running as well.

Like I already stated, you can play with 256 MB. It's just it will run much more smoothly with anything above 384 MB (512 is the usual amount in that ballpark)
