Technically, when you use an older OS like Windows 98SE, you can get away with 256 MB. But, it will be extremely slow at times. Especially in periods of active all out warfare, and the loading of a scenario or save game.
The recommended amount of RAM is at least 512 MB. More, if you use Windows XP and have several other processes running as well.
I'm playing Hoi2 on Windows 98 with 256 Mb. RAM, and everything is fine with 1.3 at least until 1940 or 1941, then the game gets a bit slow. Still playable, and I should point that I'm running the game with TONS of custom events added, so 256 Mb should not be an impediment to buy this game.
Like I already stated, you can play with 256 MB. It's just it will run much more smoothly with anything above 384 MB (512 is the usual amount in that ballpark)
