I got a question about the Mnister of Security...

What does it means when he got an ability which says:
Foreign IC Use: +15% or
Foreign Manpower Use: +10%?

And so I wonder a little bit about Foreign minister...

I knw that f.ex. Influence Nation: -67 (-100) Means that this minister makes it cost 67 money to influence another Nation instead of 100 money.

But what does the minister do when it is written Offer Trade Agreement: 0 (0)!?

Does this make any sense at all? That it cost 0 money instead of 0 money?? :confused:

Captured Provinces will only provide 20% of their ICs. So a captured province with 5 factories built will provide 5*0.2 = 1 IC. 'Foreign IC Use +15%' will increase the ration from 20% to 35%. Your 5 factories province will now provide 5*0.35 = 1.75 IC.

Captured Provinces will only provide 10% of the MP national provinces would. A national province with a MP worth of 8 will provide you 0.08 MP a day for your MP pool. A non-national province will give you 0.008 MP a day for your MP pool. 'Foreign Manpower Use +10%' will increase the value to 20% of the national rate. The non-national province will now provide 0.016 MP a day.

Keep in mind that colonial provinces will provide only 10% of the rates calculated before. Colonial provinces are provinces not connected to your capital (For example the indian provinces in the UK or Korea for Japan). In times of war these provinces won´t provide any MP for you.

About the foreign minister. I do think so. Maybe it doesn´t make sense. But at least it doesn´t make nonsense. Maybe in the presell versions of HoI the trade agreements did cost money. But the designers realized that this would be crappy, removed the costs and this way the ministers effect seems senseless.
