I've done quite a few tests with Italy in the 1936 scenario, and I don't think that construction nor research bonuses due to minister effects are being applied.
For example, if I build a Garrison at the start of the 1936 scenario, this costs 4.8IC and 57 days to produce. I then change the army minister from the one that gives me -15% supply, to one of the ones that gives -5% on infantry production costs. I then wait 24 hours (just in case it takes a day for the minister's effects to kick-in) and produce another Garrison, but this still costs 4.8IC and 57 days to produce, when in theory I think should cost 4.8 - (4.8 * 5/100) = 4.56
I've done some similar experiments with research that makes me think this is not working, as far as minister effects go, either...
