I have the Armageddon 1.3 Beta 2 patch, and it says in the change log that the Army Aviation bug was fixed, but my CAS and TAC bombers don't get any +5 Minister modifiers...

This was fixed in Darkest Hour but I can't recall if ARM 1.3b2 did properly fix it. So you might be right.
