Well I've been trying to change the ministers for a modified nation (Buganda versus Uganda) but none of the changes are taking hold. It's for a game I'm already playing. Here's the modified file (minister_U70.csv):
Did I do something wrong? The original file didn't have any designated in the ruling cabinet and it is a nation that I liberated in-game. But the leader's picture and personalities aren't changing at all. I used the HoI2 Mods & Modding Wiki page to make the changes.
