Minor issue with max post-historical research bonus

The _RV_AFTER_HISTORICAL_PENALTY_LIMIT_ modifier at the end of the "Arsenal of Democracy\db\misc.txt" does not appear to be loaded properly, or it could be a display bug. Even if changed, when you hover the mouse over a tech team conducting research on a tech with a historical year several years in the past, the tooltip will still say "Historical date modifier: 150.00". I don't think this has anything to do with the post-historical year research not being any faster bug that is fixed in 1.04.

I recently learned that you either have to drastically modify your savegame file, or start a new game in order for any changes to misc.txt to take effect. So I'm guessing you're like me. You wanted to speed up research for techs you'd neglected over the years and are disappointed when changes to the misc.txt file don't affect your savegame.

If you've found this after starting a new game, then carry on and don't mind me.

The tooltip was fixed 150% modifier instead of showing the current modefier.

it was fixed together with the other bug in 1.04
