I believe you are mistaken. Prior to 1.09 it was set to below 1.0.

If at war AI will eagerly repair provinces. But during peace some AIs like germany or hungary will not spend ic on province repairs while others do. I donnot know the reason for this strange behavoir. A rational AI would repair provinces with great priority.
