If this was a Steam bug affecting all players of this game, I suspect we'd have more than just your one report of it! It is far more likely to be some local glitch in your setup.

Firstly make sure steam.exe and cities.exe are in all the exceptions lists of your antivirus app.

If that doesn't help, yoou could. go through the ideas in this thread:

Good luck!

I too seem to be having the same issue with assets vanishing. Also when I try to find asset on Steam it is no longer availble (see below)

Presumably in this case the asset author has removed it from the Steam Workshop. I'm afraid there is nothing we can do about this!

No this is a major issue. -> Load the game, missing asset or mod (asset is still on workshop) -> Check steam, says "subscribed" -> check loading screen mod compatibility report with skyve for missing assets -> same "subscribed" asset is actually listed as missing -> resubscribe from skyve or steam -> reload game -> different assets/mods now missing -> rinse and repeat.

Make sure you backup your Steam Workshop subscriptions to a safe folder. Then you can copy/paste workshop back to your appdata "Addons" folders (assets and Mods folders) Just remember that the folder 255710 is Steam code for Cities: Skylines.

Steam Workshop folder:
C:\Program Files (x86)\Steam\steamapps\workshop\content\255710

Asset folder:
%localAppdata%\Colossal Order\Cities_Skylines\Addons\Assets

Mods folder:
%LocalAppdata%\Colossal Order\Cities_Skylines\Addons\Mods

Hopefully you have another computer with your workshop on it, so you can back it up before launching Cities: Skylines, so you can get all of the workshop, before Steam launches and starts messing with the workshop.

I'm a bit confused by this reply could you expand?

What part(s) are confusing you? There are several things going on.

I'm not sure how this would help? Do I start the launcher through skyve then paste the entire 30 gig back up to my appdata folder every time I play? The assets still show as subscribed on steam, but they don't show up on my list in SkyVE even.

It's been a while since I last posted because I got annoyed and stopped playing (and was trying CS2), but now even after a full reinstall I'm getting this same issue.
