missing dowser exe??

CANNOT launch the game at all, I already searched this entire forum and the web and cannot find and results that actually fix the issues. After I click play I just get a black screen then set back to the screenshot provided.
Any solutions I've tried so much already

I have already verified all files.
I have tried reinstalling the game
I already installed and made sure visual C++ and .NET framework is up to date
Steam is running as admin
I already tried completely removing and re-installing pdx laucher.

Please help any solutions I feel like there's nothing else to do and I haven't even played the game yet.

Bump, please help it's still not working I've done everything to try fix it
I am also attaching my DxDiag since a lot of people are asked for that.

Dowser.exe is the launcher , not the game. Is Victoria3.exe there (under Binaries), if so does that start the game?

That said i don't know why dowser.exe would not be there, it is part of the package Steam installs. Does a Steam Verify do anything? Is there any antivirus or other security app getting in the way perhaps?

I have the same issue as the OP.

In my case the "binaries" folder does not exist. The only existing folder is "game"

I tried to reinstall the game several time but that didn't work

From where did you buy this game? If a key vendor, which one please?

That's weird, because every other case I've seen now - 3 IIRC - has been bought from a key vendor, in fact a particular one which is an unauthorised reseller of ours. Basically the key was not as advertised.

You are 100% sure you bought this directly from the Steam store? It is listed in your purchase history there?

If so, what happens if you run a Steam Verify operation against the game? That ought to repair any missing files.
