Missing notifications for Grand Tournaments

Description​

If I open the Decisions tab, I'll occasionally find an invitation to a Grand Tournament that I absolutely did not get a notification for. The tab to "notify me of Grand Tournament invitations" is 100% checked in at all times.

Steps to reproduce​

Opening the decisions window regularly.
