Apologies if its in the Manual, but the German is slow going. When there's a mission like 'Kein Russia in Scandinavia' or 'Kein Frankreich in Caribbean' or 'Kein Turkei in North Africa,' how do you find out which provinces the game thinks are part of the region you are asked to clear?

At the moment I don't think this can be checked in game. Check the Province.csv file in you game/DB directory.
All stats for all provinces are listed in there.
Usually it is fairly selfevident (if you know your geography that is ;-)
