So I was looking through policies, and I wanted to make a sort of "mixed" policy.
Say Conversion-Assimilation policy which:
has 40% of the Conversion policy's chance to convert
AND
40% of the Assimilation policy's chance to assimilate.
That would represent efforts to incorporate pops in all aspects, 40% chances represent a reduced efficiency due to "spreading out".
BUT, it seems that policies only have 1 on_action, and a single chance block, so any ideas on how to bypass this?
Maybe something in the pulse definition? (say the pulse itself has a split chance based on governor's traits?)
