The AI in this game can be a little inert. This mod doubles the likelihood that the AI will declare war.

This "doubling" is influenced by the personality aggressiveness score of the AI, meaning peaceful civs will become slightly more aggressive while militaristic civs will be come much more aggressive.

Also note that AI aggressiveness is heavily influenced by map size and type. When land is harder to come by, more aggression will occur. Galaxies that have the max number of AI civs and are 4 arm spirals will increase the likeliness of being boxed in, creating more tense situations.
