Is there a way to mod the citizens?
I mean change their textures, skin color textures, clothes textures and so on, so forth?
Also, is there a way to add new 3d animations (or script those like on some other games) for the citizens in game?

I want to create a Scuba diving boat/station asset to my game, and would like to hook some animations for citizens to be, at least, swimming around. Would be bad to have them as props just staying there day and night.
Perhaps there is a swimming animation I didn't see in the game yet?

Anyhow, if I can change citizens textures so to give them new clothes that would be great even if I have to create props for my Scuba diving station, and also to be guards on a military base I am building, or natives on a native village I would like to build as well.

I will see if I can extract the citizens models and see if I can find something anyway. But would be great if someone would already know his/her way around it and can give me a hand.

Thanks in advance for any help.

A "native" village? Really? Is this 1917?

There are times I wish there was a medieval theme, with all that entails.
There are some nice buildings in the workshop that would go with it.
Natives could fit in with that.

I don't think it would be easy to do well though. There is a lot more to that sort of thing than just changing some buildings.
(Never played it, but perhaps "Banished" would fill that role.)

Yep, I subscribed to that mod. But essentially what I am trying to achieve here is to get some citizens to wear different clothing if they spawn on my native village district.
Thing is, I am building a whole nation idea, with a background history for my game. They are a Caribbean island that rivals with the largest in their region.
This island was once populated by Carib and Taino natives, and they even killed and ate all first colonists in the 16th century. So, today, after they all being pretty much exterminated during centuries, local government gave them the right to have one native reservation, where they will have a village, and a casino (just like here in the US...)
On that reservation I will have a village, where natives would dress "traditional" to grab a couple bucks from tourists wanting to take pictures.

If there is no way to mod the citizens I will just add my natives as props to my native village. Sad thing they will be LITERALLY frozen in time, lol.

Anyhow, the game originally had a citizen editor that was part of the assets editor, as you can see on this screenshot from a Youtube video where the guy is playing the early release, greenlight game.

I just hope that comes back on a future expansion or DLC.

If they finally release the citizen editor within the asset editor that would be awesome.
And if we can bind citizens by district, making them spawn only on a specific district, that would be great too.
My military bases would look really good.

Just hope they dont break the transportation mods with this new DLC.

Binding citizens by district may be too big an ask for this next release, interesting idea though. ;)

They always break most transport mods at least somewhat, I mean it's a mass transit DLC there are sure to be issues as always, nature of the beast, it's not like they enjoy doing it, quite the opposite. It's why they have the modder beta program for those that want to get a start on preparing updates for changes needed prior to release day.

Yeah. But if they break something it is kinda easy to fix though.
They use Unity as game engine, for god sake, anyone can code something for Unity once you get the main classes, routines and hooks they using on their code.
Anyhow, the ferries they bringing will be something for my game maps, too, besides finally releasing that ability to mod citizens.
