If any of this post seems weird or refers to something that doesn't exist, I apologize. I copied over the Steam Workshop description and tried to make any changes necessary for it to make sense here, but I might have missed something.

I'll probably respond a little bit faster to questions/comments/bug reports if you use the Steam Workshop page/discussion tab.

Manual download link - https://www.mediafire.com/folder/qhn7avwyel4ka/Divine_Intervention

The linked Mediafire folder contains all archived versions of Divine Intervention, starting from version 0.0.01. Older versions aren't exactly supported, but if something is weird with an older one and you'd like some help, feel free to contact me either here or on Steam and I'll see if I can do anything!

READ ALL OF THIS FIRST! LOOK IN THE DISCUSSIONS TAB ON THE STEAM WORKSHOP PAGE, TOO. I REGULARLY POST GUIDES FOR VARIOUS FEATURES IN THE MOD THERE.

Yes, it's quite a bit of reading for a mod, but most of this information is relevant to the mod in some way. Chances are, if you have a question related to the mod it's answered here. If not, feel free to either add me as a friend on Steam, ask in this thread, or even start a discussion in the discussions tab on the Steam Workshop page if it's something like a major bug.

Here it is, boys and girls. The thing you've wanted all your lives, but never knew you wanted. You can now play as the pope again, since the old "Give the pope a holy order via the console" trick was patched.

How it works

I just created a new government under the feudal type, but made it function exactly like the papacy, to avoid the "THEOCRACY OH **** GAME OVER MAN" BS.

Works exactly as the pope normally does in the game,(No game over on succession. You just play as the next pope.) except for the following:

1 - Cardinals are appointed through honorary titles. Further details are included in this discussion thread on the Steam Workshop page:

http://steamcommunity.com/workshop/filedetails/discussion/582483573/333656722979785413/

2 - People will bug you quite a bit about forgiving their sins. I tweaked that event to actually give the Pope some of the money, though, so you hopefully won't feel too bad about being notified that random Catholic rulers are giving you 25 gold because they were reading dirty books or something.

3 - The Papacy is now directly selectable at the start of the game.

Plans for the future

- Flesh out/add more events/decisions to make playing as His Holiness more immersive, and give players more to do as the Pope, so there's less time spent running at max speed waiting for things to happen. I know it can be pretty boring being the Pope right now, and I apologize for that. Working on it!

- Fix a number of non-gamebreaking bugs. For the most part these are silly situations where because of the way events are set up, the Pope sometimes interacts with himself. Sending letters to himself demanding the release of imprisoned Bishops, being able to buy indulgences for his sins, etc. At most, these currently do something inconsequential like dropping your piety by five points, and can be avoided by just pausing the game, executing/banishing the guy, and then agreeing to release him.

Other notes

If I get a lot of questions about a particular subject I'll try to put together a relevant guide in the Discussions tab, so check there if you're interested in a particular feature or something.

Most of the credit for this really should go to Voltage_Z(AKA VoltSpark on Steam) on the Crusader Kings subreddit, for coming up with the idea of fooling the game into letting you play a theocracy by making a "fake" Theocracy government type in the feudal government section of government types.
That's pretty much it. Enjoy being the pope, and see what sorts of fun stuff you can do. Share any crazy screenshots of your adventures in the comments, if you want!

If you run into any bugs, feel free to bring them up in either the comments or discussions on Steam, but I must warn you, if it's something that's just part of how the game works, it might be hard to fix without a lot more knowledge on my part. I'm not exactly the most well-versed modder around, and this is my first real published mod for CKII. Take it easy on me, and I'll do my best for you. Act like a jerk, and you won't get a whole lot of help from me.

If you use this as the basis for your own mod, please credit the following:

Voltspark
Metal_Izanagi
The creators of any mods mentioned in the "Special Thanks" section.

Modding is a community effort, so let's all work together and be respectful toward each other.

If you want a less janky version of this, please bug Paradox and ask them to make the Papacy and other non-dynastic titles playable! They won't know people want it if you don't speak up!

Note for the Reaper's Due update

As of the latest patch, be sure to change the "Number of Theocracy vassals allowed" game rule when you start a new game if you plan on playing as His Holiness,(And really, why else would you be using this mod?) or you'll be limited in the number of vassal Bishops that you can have, which isn't very fitting for the Pope.

Special Thanks

Comcast Customer Service - Gave the old papal succession script the rather fitting name of "The Dead Cardinal Shuffle."

ngppgn - Resolved the "levies bug", revamped the College of Cardinals, added new events for the Pope going to war, and made the mod much more compatible with other mods and future updates.

Carbon - Creator of the mod "Deus Meus et Omnia" from which certain features were incorporated into Divine Intervention, with their permission. Link to Deus Meus et Omnia: https://forum.paradoxplaza.com/forum/index.php?threads/mod-deus-meus-et-omnia-college-of-cardinals-mod.740416/

kookusking - Creator of the mod "-Infinity- Play Non-Dynastic Heirs" which has been integrated into Divine Intervention to fix a base game bug, with permission of course. Link to -Infinity- Play Non-Dynastic Heirs: http://steamcommunity.com/sharedfiles/filedetails/?id=472394596

I love this mod.

I love this mod.

Thanks for the kind words!

Version 0.0.03 'Dictatus' has been reuploaded. Anyone that downloaded it before, please delete the version you downloaded and get the new one in the Mediafire folder. I had accidentally uploaded a version that was using older, more CPU-intensive scripts for the new opinion modifiers related to Papal wars. If you're using the Steam Workshop version, it should automatically update next time you start up CKII. Sorry for the inconvenience, lords and ladies!

Version 0.0.04, 'Maesse', is live on the Steam Workshop, and will be uploaded to the manual download Mediafire folder within a few minutes, with an edit to this post to confirm it. Changelog is on the Steam Workshop page, and in the "Changelog" discussion thread on the Steam Workshop page.(Keeping the changelog there as it's already a bit of a wall of text, and will only get longer as time goes on.

Edit: Uploaded to Mediafire now.

May I make a simply translation to chinese ? May I quote your mod to chinese CKII bbs?

Version 0.0.05 is now uploaded to both the Steam Workshop and the Mediafire folder. Changelog is now also present as a .txt file in the Mediafire folder.

Edit:

Version 0.0.05a is up now, with a minor change to a religious event that fixes a problem with excommunication that has been present for a while. Compatible with ongoing saves, so don't worry about that.

Version 0.0.06 is now uploaded to the Mediafire folder, with the Steam Workshop version to be updated within...about five minutes of this post, I'd estimate. Changelog has been updated, and just to clarify, it has been a long time since I've updated the description in this thread. I may end up just copy-pasting the Steam Workshop description for the sake of not leaving outdated info up. Anyway, big thing added in this update is that the pope can now create an Empire-level title! Deus Vult, Your Holiness!

Version 0.0.07 is now uploaded to the Mediafire folder. It's been a long while without any updates, but I've brought a few needed fixes with this version. I've also updated the initial post/mod description a bit. Still advise looking at the Steam workshop page for more detailed and current information, but this page is at least no longer several updates behind with its references to mechanics.

There is a way to remove the cap for theocratic vassal for the Papacy without altering the game rules? To have the same effect of cities for republics: feudal rulers have the cap applied, but playing patrician allows you to ignore the republican vassals cap.
I'd like to keep the cap for feudal rulers but having the pope free to give land to bishops.
